Rwanda's Rapidly Evolving Sovereign Wealth Fund Gets Female CEO

Rwanda’s Agaciro Development Fund (AgDF) is one of several state institutions seeing a change of leadership this week, with Gilbert Nyatanyi replaced as CEO by Tesi Rusagara, who was serving as the Managing Director at Kigali Innovation City and also board member of the Capital Markets Authority Rwanda. Aged 33, she holds an MBA from Stanford and worked in Deloitte US before returning to Rwanda in 2019.

Ethiopia’s EIH and Mauritius’ MIC join Africa’s SWF Club

On Thursday and Friday this week, Agaciro Development Fund hosted the second annual meeting of the African Sovereign Investors Forum (ASIF) in Kigali, Rwanda. The Forum was started by Morocco’s Ithmar Capital last year in Rabat in an attempt to increase collaboration among African SWFs, to compare notes of common challenges, and to create appealing, sizeable, Pan-African investment opportunities for foreign (e.g., Middle Eastern) SWFs.

A new SWF Forum is born – will this make any change?

Today, nine SWFs from Africa came together in Rabat, Morocco, to sign a new partnership agreement, creating the “African Sovereign Investors Forum (ASIF)”. All of them except for Ghana Infrastructure Investment Fund (GIIF) were already members of IFSWF, and four of them are also part of One Planet SWF Group.

In December 2011, the National Dialogue Council proposed the creation of a Sovereign Wealth Fund, which would be funded by contributions of civil servants and the Rwandan diaspora. We had the pleasure of catching up with Mr. Gilbert Nyatanyi, who has been CEO of Agaciro since September 2020 and wants to take his country’s SWF to the next level.
