Qatar Foundation for Education, Science and Community Development (QF) is a state-backed non-profit established in 1995 by then-Emir Hamad bin Khalifa Al Thani and Sheikha Moza bint Nasser to drive Qatar's shift toward a knowledge-based economy under National Vision 2030. Its investment arm, the Qatar Foundation Endowment (QFE), was developed from around 2010 as a legally distinct vehicle to generate a perpetual income stream that funds QF's education, research and community programs. QFE manages an estimated US$ 15 billion globally through both direct stakes and externally managed mandates, its most visible deal being the 2013 US$ 1.26 billion purchase of a 5% stake in India's Bharti Airtel.
